Long definition
When a Program Implementation Grant is requested from the Global Partnership, a supervising entity (SE) or managing entity (ME) must be designated by the Local Education Group (LEG). They are a bilateral or multilateral development agency. The key difference between these two roles is that a SE will transfer grant funds to the developing-country government, who will implement the program, whereas a ME will manage program activities directly.
