3.11 Additional comments and explanations on Sector Classification/Coverage(i) For presentation of external debt statistics in a public-sector based approach in line with the External Debt Statistics Guide (2013) and the Government Finance Statistics Manual 2014 (GFSM 2014) the Bank of Russia compiles several presentations of external debt data using the following definitions: Public Sector External Debt covers liabilities of the General Government, Monetary Authorities, and those entities in the banking and other sectors that are public corporations, i.e. nonfinancial or financial corporations which are subject to control by government and monetary authorities. Control is established (directly or indirectly) through ownership of more than half of the voting shares or otherwise controlling more than half of the shareholder voting power. Indebtedness of any domestic institutional unit not meeting the definition of Public Sector External Debt is to be classified as Private Sector External Debt. Publicly-Guaranteed Private Sector Debt and Private Sector Debt Not Publicly Guaranteed are not presented in External Debt statistics. (ii) Bank of Russia allocates only two sub-sectors in Other Sectors: Other financial corporations and Nonfinancial corporations. Currently, there is no opportunity to allocate Households and nonprofit institutions serving households (NPISHs) separately. It is included in Nonfinancial corporations. 5.5 Inclusion of accrued interest costs that are not paidPartially - Accrual principle is used for recording debt position data for the central bank, deposit-taking corporations (except central bank) and for traded instruments of other sectors. Liabilities to pay dividends that have been declared are covered. Prevailing principle used for recording debt position of federal government and non-tradable debt of other sectors is “due for payment” basis.
6.0 Data sources/Compiling Organizations
6.1 Main data source(s) for the external debt statistics(i) Sources of data are reports of Ministry of Finance of the Russian Federation (Minfin of Russia), local governments, banks, Vnesheconombank, other financial corporations, nonfinancial corporations and custodians, information from international financial organizations as well as own data of the Bank of Russia and partner country statistics. In some cases estimates of the Bank of Russia are used. (ii) Debt securities: Data on primary issues on general government debt securities are received from Minfin of Russia. Data on secondary market transactions with general government securities and data on banks` and other sectors` securities are based on banks` and custodians’ reports and information from specialized databases. (iii) Loans: The sources of data are reports of banks and nonbank corporations, surveys, reports of general government and local government, data from Federal Customs Service and the Bank of Russia`s own data. (iv) Currency and deposits: The sources of data for currency and deposits are reports of banks and the Bank of Russia`s own data. A special model is used to assess the amount of national currency owned by non-residents. (v) Other debt liabilities: This item is based on data from Minfin of Russia, banks, insurance companies, US GAAP and IFRS reports of companies, international financial organizations and the Bank of Russia`s own data. Information from commercial analytical systems and specialized databases are also used. (vi) Direct Investment: Intercompany loans: The sources of data are reports of banks and non-bank corporations.

To provide users with the timeliest external debt estimates, the estimates are disseminated on the Bank of Russia’s website (on the tenth business day after the reference quarter, as a rule).
7.4 Additional comments on Periodicity and TimelinessA number of different presentations of external debt data are disseminated on the Bank of Russia website according to dates indicated in the Official Statistics Release Calendar (http://www.cbr.ru/Eng/statistics/?PrtId=indcalendar).
8.0 Revision Policy
8.1 Data revision policyRegular schedule - To enhance the accuracy and comprehensiveness of statistics and ensure the temporal consistency of time series, previously disseminated data are subject to revisions. The revisions rules applied in practice provide for the regular revisions of data through the year after the initial publication for the reporting period and ad hoc revisions (for example related to methodological changes). Every quarter the compilers make analyses of the reasons of changing data. Results of revisions are published on the Bank of Russia website in detailed lists of updated indicators, specifying the reasons for the adjustment and the applicable period subject to review.
